Where a heat pump fits in
Heat pumps do double duty, heating and cooling from the same outdoor unit, and they work extremely well in a climate like ours with high humidity and short winters. There are three kinds, air-source, water-source and geothermal, and the right one depends on the site as much as the budget.

Three kinds of heat pump, one outdoor unit doing two jobs
A heat pump earns its keep by running both directions. In a climate with high humidity and short falls, winters and springs, that trade makes more sense than it does further north, though the type of unit still matters.
Air-source
Pulls heat out of the outdoor air. It works extremely well in a Houston winter, which is short and rarely severe, but efficiency drops once the outdoor air falls below 32 degrees.
Water-source
Moves heat through a water loop instead of outdoor air, a fit for the right site conditions rather than a default choice.
Geothermal
Uses the ground itself as the heat source, the most involved of the three to install and the most stable once it is in.
Below 32 degrees outside, an air-source unit has less heat to pull from the air and works harder to hold the same temperature. Houston rarely stays that cold for long, which is exactly why the trade-off usually pays for itself here.
